Technical Advisory Groups

The success of any product stewardship programme owes a lot to its Technical Advisory Groups (TAGs). These are an integral feature of any regulated (or best-practice voluntary) scheme.
The groups act as a sounding board for Auto Stewardship NZ Trustees (the Product Stewardship Organisation or PSO) and the project manager(s). They provide specialist advice on Key Performance Indicators (KPIs) that Tyrewise will be measured against throughout the implementation project and eventually on through the operational launch.
The Technical Advisory Groups will cover six key areas. These will be set up at different stages during the implementation project. They must be representative of the supply chain and will include a mix of large corporates to small entities including non-for-profit organisations. The administration services are covered by the PSO.
The six groups are outlined below.
Technical Advisory Groups
If you are interested in participating, links are provided below the TAG description. When responding, please outline what specific skills you have related to the group(s) and what stakeholder group(s) you propose to represent.
During the Implementation Project, the Tyrewise Working Group will approve the TAG representatives. Once operational, this function will sit with the Trustees of Auto Stewardship NZ, the governing body.
There will be no more than 10 representatives on any one Technical Advisory Group.
TAG - Product and End markets (Processors and Manufacturers)
The Group will give advice to the Trustees on:
- setting incentives (price list) based on market conditions; and
- new technology / processes / investments entering the market.
This Technical Advisory Group will also work with the Grants Technical Advisory Group and the programme manager on targeted R&D funding rounds.
Reporting: Chair of TAG reports to Chair of PSO
Time commitment: Meet 2 x per year (face-to-face)
TAG - Grants (market stimulation, R&D)
The Group will:
- Review completed funding applications prepared by the programme manager;
- Makes recommendations for more information about an application to the programme manager; and
- Make recommendations to Trustees for awarding funding based on prepared application.
This Technical Advisory Group will work with the Product and End Markets Technical Advisory Group and the programme manager on targeted R&D funding rounds.
Reporting: Chair of TAG reports to Chair of PSO
Time commitment: Meet 2 x per year (face-to-face)
TAG - Tyre importers (loose and on vehicles)
The Group will give advice to the Trustees on:
- Innovative products entering the market which may impact on the scheme (positive and negative; in and out of current scope of scheme);
- Import trends which could indicate an increase or reduction in funding from the Advanced Disposal Fund; and
- Technical advice, in association with the programme managers, as it relates to the importation declaration process and interface with NZTA and NZ Customs.
Reporting: Chair of TAG reports to Chair of PSO
Time commitment: Meet 2 x per year (face-to-face)
TAG - Transporters (integrated and non-integrated providers)
The Group will give advice to the Trustees on:
- Changes in transport capacity which may impact on the scheme (positive and negative);
- Technical advice, in association with the programme managers, as it relates to the transport and delivery of oversize and non-standard tyre deliveries.
Reporting: Chair of TAG reports to Chair of PSO
Time commitment: Meet 2 x per year (face-to-face)
TAG - Advanced Disposal Fee Review Committee
The Group will give advice to the Trustees on:
- The effectiveness of the ADF and have input into quantum review;and
- A review of recommendations on the ADF (or similar) for non-motorised vehicles (see 6).
Please note, this committee is not likely to meet until 2024.
TAG Representatives:
- Chair of each TAG
- Chief Executive, Programme Manager(s)
- Trustees
- Finance, Audit and Risk Committee
- Government appointed representative (this is still to be confirmed)
Time commitment: Meet 1 x per year (face-to-face) prior to AGM (or similar function where auditors are appointed and a report on scheme performance is presented to Ministry for the Environment.
TAG - Tyres outside scope (Representatives of tyres outside current scheme scope but inside regulation)
This Group relates to tyres outside current scheme scope but inside the regulation.

1. Tyres
All pneumatic (air-filled) tyres and solid tyres for use on:
(a) motorised vehicles (for cars, trucks, buses, motorcycles, all-terrain vehicles, tractors, forklifts, aircraft and off-road vehicles);
(b) bicycles (manual or motorised); or
(c) non-motorised equipment.
