In August 2024, a Technical Advisory Group was established to produce a report which was to create a fairer method for calculating the Tyre Stewardship Fee.  This specifically recognised the current Tariff Item mapping to Tyre Stewardship Fee as found in Schedule 2, Table 1 of the Waste Minimisation (Tyres) regulations 2023 had some misalignment.

The TAG’s view was that since the regulations came into effect, some of the calculation per tariff code should be revised to remove inequity in the collection of the fee, which flows through from a charge to the importer, to a direct charge to the consumer.

This report aims to provide recommendations for a fairer method of calculating the tyre stewardship fee (TSF) by use of a broader range of statistical codes that make up the “in country” reporting as part of the Tariff Item.  The recommendations are based on discussions and outcomes from the Tariff Item Alignment Technical Advisory Group (TAG) meetings held on the 9th and 26th August and 30th September 2024. The aim is to create a fairer system that reflects the true environmental impact of different tyre types and intended uses, promoting fairness and sustainability within the regulated tyre stewardship framework.

• setting incentives (price list) based on market conditions; and
• new technology / processes / investments entering the market.

This Technical Advisory Group will also work with the Grants Technical Advisory Group and the programme manager on targeted R&D funding rounds.

• Innovative products entering the market which may impact on the scheme (positive and negative; in and out of current scope of scheme);

• Changes in transport capacity which may impact on the scheme (positive and negative);
• Technical advice, in association with the programme managers, as it relates to the transport and delivery of oversize and non-standard tyre deliveries.

Terms of reference

The Group will give advice to the Trustees on:

• The effectiveness of the fees on regulated tyres and have input into quantum review; and
• A review of recommendations on the fees (or similar) for non-motorised vehicles (see 6).

Please note, this committee is not likely to meet until late 2024.

Time commitment: Meet 1 x per year (face-to-face) prior to AGM (or similar function where auditors are appointed and a report on scheme performance is presented to Ministry for Cities, Environment, Regions & Transport.

This Group will cover Scope Two tyres, such as those for use on bicycles and non-motorised equipment, plus coils for retreading tyres. This group has not yet been assembled.
